My active pokemon is Dialga [G] + Dialga [G] LV.X with no damage and no energy attached

In addition I have a Skuntank [G] on my bank with no damage and no energy attached
( http://www.go-pokemon.com/tcg/cards/pl/01/cards/094.html ).
I have a stadium card in play
(e.g. Galactic HQ - http://www.go-pokemon.com/tcg/cards/pl/01/cards/106.html )

The opponent has Zangoose as active pokemon with 70 damage (= 10 healthpoints remaining), no energy card attached
( http://www.go-pokemon.com/tcg/cards/pl/01/cards/066.html ).
Zangoose has Unown G attached as a pokemon tool card
( http://www.go-pokemon.com/tcg/cards/dp/04/cards/057.html ).
The opponent has no other pokemon in play.

Is it true, that when I activate Skuntank [G] pokepower Poison Structure, Zangoose gets poisoned and thus knocked out after my turn (without any attack) ends.

My reasoning would be the following:
Zangoose's toolcard "Guard" does not cancel getting poisoned because "Poison Structure" is a pokepower but not an attack.
Zangoose's bokebody Thick Skin does not cancel getting poisoned because Dialga G Lv. X pokebody Time Crystal deactivates "Thick Skin".
