Raikou EX is a far better option then Zebstrika, a 1 turn Item Lock is nothing more then just an inconvenience in this format. Yes it is really annoying to sit there and be blocked from trainers for a while but with a lot of decks running pokes like smeargle/cleffa big whoop.
