Strategy: Start off with either Mewtwo EX or Zekrom, charge up Zekrom EX, Raikou EX, or Tornadus EX on bench, get at the most 2 Eeletrik on your bench, Tornadus EX and Mewtwo EX are a good counter to Terrakion Decks. This deck got me 4th Place at Battle Roads.

If you can i would bump up to 2 skyla and 4 juniper, with perhaps 3 cheren. Also, if you decide to run another ultra ball (which i would do), you may want to consider bianca. But i know you just asked for BC updates so i would probably stick with what you have but add in another skyla.
 
I feel like Hugh could be very useful in this deck considering I could discard Electric energy with it, any more suggestions?

I am not sure if you want to use a supporter to discard cards. i think 4 ultra balls, 1 CS and junipers should be enough.

It may sound stupid, but did you ever playtest rockyhelmet? i mean its good vs keldeo because you can ohko a keldeo with zekrom ex if keldeo attacks a pokemon with rocky helmet.

against which decks do you have the most problems?

I run 1 random receiver and I almost always have a supporter or two in my hand, so I only ever get it if I need it, but honestly, with Skyla you don't need as many

also running more Skyla is really good for when you only need one specific card and don't want to discard or swap out your entire hand, so having more is definitely better

as for the extra skyarrow, I always run 2 for consistancy, even with Skyla and computer search I don't always have the ability to get it out quick enough, and having 2 helps those odds of getting it out in the first few turns

Honestly the deck I have most troubles with are either Hammertime or Garchomp/Altaria, Ive beaten Keldeo decks with this deck online.
