Zoroark vs Zap Cannon

If Zoroark copies an attack like Zap Cannon which says
"Flip a coin, if tails this pokemon can't use Zap Cannon during your next turn" and flips tails are you prevented from Foul Playing Zap Cannon next turn or does Foul Play not count as 'using Zap Cannon?'
