Pokémon Colosseum - the set

This is a flavour of a set I plan to make. Based around the gamecube game pokémon colosseum. Keep in mind the intention is to have cards introduced to balance the overpowered cards. Just a few to start:

Rule: A Shadow Pokémon is a Pokémon with # on its card. Any Shadow Pokémon can be played directly onto the bench (or during setup) as you would a basic pokémon. They do not have an evolutionary stage and cannot evolve or devolve. A shadow pokémon in play can be purified by playing a pokémon with @ on its card of the same name on top of it. This cannot be done on the same turn the shadow pokémon is played or on the first turn. Purification removes all special conditions and effects of attacks, poké-powers and poké-bodies as if it had evolved.

Espeon Lv25 P - 90HP
Stage 1 - Evolves from Eevee

Poké-body: Faithful Ally
As long as Espeon is your active pokémon, pokémon with @ on their card may be played directly onto the bench as basic pokémon.

PPC - Heal Beam 40
Remove up to 5 damage counters from one of your benched pokémon.

Weak: D
Resist:
Retreat: 1

Umbreon Lv26 D - 90HP
Stage 1 - Evolves from Eevee

Poké-body: Trusting Partner
Ignore resistance on any of your opponent's pokémon with # on its card.

DC - Shadow Seek
This attack does 50 to one of your opponent's pokémon with # on its card.

Weak:
Resist: P
Retreat: 2

Makuhita # F - 40HP

F - Stealth Strike
Flip a coin, if heads this attack does 60 damage to one of your opponent's benched pokémon.

Weak: P
Resist:
Retreat: 2

@ Makuhita Lv30 F - 60HP

FF - Face Palm 60

Weak: P
Resist:
Retreat: 1

Bayleef # G - 80HP

Poké-power: Plant power
Once during your turn, you may attach a G energy from your hand to Bayleef.

GGG - Vine Wrath 70

Weak: R
Resist: W
Retreat: 2

@ Bayleef Lv30 G - 100HP

GGGG - Frenzy Plant 60
Does 20 damage to every benched pokémon in play (yours and your opponent's).

Weak: R
Resist: W
Retreat: 2

Quilava # R - 70HP

Poké-power: Squirrel Power
Once during your turn, you may attach a R energy from your hand to Quilava.

RRR - Flame Wheel 60
During your next turn, Quilava's attacks do 30 more damage.

Weak: W
Resist: G
Retreat: 2

@ Quilava Lv30 W - 90HP

RR - Blast Burn 100
Discard all energy cards attached to Quilava. Quilava can't use Blast Burn during your next turn.

Weak: W
Resist: G
Retreat: 2

Croconaw # W - 80HP

Poké-power: Crocodile Power
Once during your turn, you may attach a W energy from your hand to Croconaw.

WWW - Never Smile 60
You may attach as many W energy cards as you like from your hand to Croconaw.

Weak: G
Resist: R
Retreat: 2

@ Croconaw Lv30 W - 110HP

WWW - Hydro Cannon
Choose one of your opponent's pokémon. Croconaw and that pokémon are knocked out. You may move any basic energy cards attached to Croconaw to one of your benched pokémon.

Weak: G
Resist: R
Retreat: 2

Trainer: Snag Ball
Search your deck for a pokémon with # on its card and add it to your hand. Shuffle your deck afterwards.

Supporter: Cologne Case
Search your deck for a pokémon card that purifies one of your pokémon in play. Put that card on the pokémon, this counts as purifying that pokémon. Shuffle your deck afterwards.

Stadium: Team Snagem Base
All attacks from pokémon with # on their card do 10 more damage.

Stadium: Agate City
A player may purify a pokémon the same turn it is played. The supporter card Cologne Case can be played even if you have already played a supporter.

Supporters are supposed to be people. Cologne Case is not a person. Some of these cards are far too broken. Did you just call Quilava a squirrel???

Shadow Pokemon already exist in the overall CaC community, along with blanks made by Fangking. They are similar to yours, except that no purifying is mentioned, and there is a Shadow Rule:
When Pokemon-C* is Knocked Out, your opponent flips 2 coins, and draws 1 prize card for each heads.

Yes!

They are supposed to be broken because there will be cards to balance it.

I've seen those. Good for them, I'm neither praising nor criticising, but no-one can copyright an idea.

Can @ pokemon use Shadow pokemon's attacks, similar to leveling up?

Curiously enough, purified Quilava turned into a Water type. Huh.

I think Umbreon being able to do SOMETHING to non-shadow pokemon would be useful. Maybe a confuse ray-esque attack? Nothing too significant, just SOMETHING.

Makuhita # does WAAY too much damage for one energy. Especially since its useable turn one... 50 still OHKOs... basically every basic, except for a few like Piplup. 60 KOs... EVERYTHING except Pachirisu/Stantler :[. Heck, it's more damage then Umbreon is doing, which... just isn't right (a specialist stage 1 doing less damage then a basic? D=)

I think the purified pokemon stage 1s probably shouldn't go over 100 HP, or even hit 100 HP. Eevee-lutions only have 80 HP generally, for one thing. Maybe giving a pokemon the ability to raise their HP (like Kanaskhan, maybe?) to make it a bit more balanced...

Since Purification usually has something to do with how long you use the pokemon in battle (from Pokemon XD and Colosseum), putting prize requirement effects on certain pokemon for purification might be a solid idea, as would something like having so many energy attached, or something like that. Cologne Case probably should be changed to Purification Room (Pokemon XD) as that's more fitting with the effects of Purification room, and require something on the bench to work. Colonge Case could then be turned into something like "Reduce the Prize Cost of purification by 2 for this turn", or something more representative of its acceleration but not instant purification. You know?
If you make Purification slightly more challenging, then that'll allow you to have more crazy Pokemon @ and not be broken (similar to LV.X pokemon, I guess).
...I wonder if you might also try to emulate Pokemon XD's Shadow attacks are supereffective against everything. Maybe reduce the damage of all Pokemon #, then add a rule to Pokemon# that they do 20 damage or so extra to any active pokemon that isn't #. *shrugs* More incentive to use Pokemon #
