2-ivysaur cg
3-venasaur cg

I don't see how you have any energy problems, seeing that you do have 20. Maybe you just need something to draw cards. I would try to max out on Stevens and TV Reporters. Also, you should replace the windstorm with a Scott.

Focus more on Vensaur, less on Swalot, which probably will never be useful.

pokemon: 21
3- bulbasaur cg (growth)
2-ivysaur cg
3-venasaur cg

3-trapinch HP
2 Vibrava DF
3 Flygon HP

2-nidoran df
1-nidorina df
2-nidoqueen df

energy: 16
8- grass
3-boost
3-dre
2-scramble

trainers: 23
2-copycat
2-night maintenance
3-windstorm
4-celios
4- holon mentor
4-rare candy
2-stevens advice
2- switch

The list could get much better of you drop the queen too.
