Yes, scarf over specs on chandelure for sure. Chandy isn't fast enough without it. Also I would go dark pulse over night daze on Zoroark for accuracy and 30% chance of flinch. And life orb is good, but if you decide on dark pulse king's rock/razor fang makes for crazy flinching. Everything...

Actually the chances are the same as in other pokemon games. 1/8,192. But because you are seeing around 100 or more different pokemon every go around in each level you are more likely to see one on rumble than for example soul silver.
