Can you use Regi Move to discard two cards even if your opponent does not have any benched basic pokemon? If they do have a basic benched pokemon, can you discard 2 cards and opt to not pull out their basic?

How does the attack "me first" work? Sometimes I don't go first even though I use me first. Yes. I understand they have to use an attack. I used me first. They used Close Combat, and they went first. I guess it doesn't work 100% of the time?
