Does anyone know if it is still worth anything and selling on ebay or is it past its best before in rareness and just a cool collectable?

It's an uncorrected error, meaning that it is the only version available. It is not worth any more than any other holo from the Team Rocket set, except perhaps to somebody particularly susceptible to marketing moonglow.
