No, because they are not all in play. Just poliwrath is in play. That's where this combo is going to fall flat on its face.

There is a big difference between the 2 translations posted.
What does the card really say, does it mention the full names like in the second translation?
Seeing the wording/translation I start to tend towards the first translation to be more correct.
More because of this, "done to your opponent's Active Pokemon", otherwise if any of them could do benchdamage it would also increase (and I don't think that's going to happen).
This is what the card's Body really says:
If you have [Politioed] [Poliwhirl] [Poliwrath] in play, attacks used by your [Politioed] [Poliwhirl] [Poliwrath] in play do 60 more damage to the opponent's Active Pokémon.
The are no commas and "and"s between the name of those Pokémon, they're just listed like that, that's why some people were confused and though the card writers meant "or". The Body does however clearly state that the +60 damage is only to the opponent's Active Pokémon.
So both translations you quoted are slightly incorrect, mine is correct and takes the correct part from each of the two.
