2 Questions: Castforms and Poison

1) Temperamental weather states that it can only be used once per turn. Does it only apply to the castform itself? If i have 2 Castforms in play, can I use this power once on each castform?

2) If your opponent's pokemon is affected by triple poison, then can you reduce the 3 damage counters each turn to 2 damage counters by using HL tentacruel's toxic?

Really? I thought that it said "YOU may only use one Tempermental Weather per turn" and I took that to mean that it could only be used once by one Castform. Is what you said a certified ruling?
