2004 World Championships Pikachu Jacket question

I purchased this jacket at the dreaded Goodwill. I have done some research and I found that one site said it was only given to the top 3 from each division. Can anyone confirm that? Also does anyone have an idea of a value? I can't find another one like it anywhere.
