130 HP are low average for a stage 2 Lv.X.
x2 fighting weakness really doesn't help to stay longer.
Two reatreat are ok, but not very good at all.
So the stats can't convince a player.
It also has no attacks, so its powers should be the only thing worth a closer look.
Mode Crash is great against some decks but not very useful against other decks. It can be a heavy impact in mid-game, just like Omastar, but it's a one-time-opportunity and your opponent will rarely have more than 2-3 special energy in play unless he plays Eeveelutions.
Decode would be a great supporting power, if it was on a Stage 1 Pokémon. This thing on a Stage 2 Lv.X doesn't help very much. In lategame, you don't need to get your cards on the top of your deck. Either get them immediately, or leave them in the deck.
Even if this card is quite interesting, it doesn't solve the problems Porygon decks have, and it can't be played in any other deck.
HP-on Modified: 4/10
DP-on Modified: 3/10 (special energy doesn't play a big role any more, but at least, Porygon's biggest enemy Gardevoir is also weakened by that and Battle Frontier is no longer a threat)
Unlimited: 1/10 (too slow, Decode almost unnecessary because of massive search and cards like oracle)
Limited: 0/10 (useless without Porygon line)
