Each card serves it's own special purpose. Some cards are meant to be strong and do lots of damage, and some cards are meant to disrupt and confuse the opponent. Unown Q plays the role of aiding Pokemon's retreat cost. Let's take a look at the card.
It's only attack requires 1 colorless energy, making it splashable in any deck. Not only that, but it has free retreat, which makes it very easy to get it out of the active spot T1 if you are able to roseanne or bebe for the basic you'd rather start with. Once Unown Q is on the bench, you can activate it's Poke-Power and attach it to one of your Pokemon to reduce their retreat by 1. I know many times I've told myself that certain cards would be so much better if their retreat was 1 instead of 2 or FREE instead of 1. Free retreat is very nice in a format with very few free retreating Pokemon. The only lacking part about the card is it's HP. 30HP is pretty low in the game, putting it on the level with Magikarp and Feebas. It is definitely fragile, but many nice things are.
Of course, you can't score this card on the same level as Gardevior or Gallade or Empoleon, but why would you want to? The card's purpose is totally different from those cards! In what it does, giving your Pokemon a lower retreat cost, and being an useful tech in many decks, I think it does it's job very well. It's easy to splash into any deck, and is easy to get out of the active when you don't want to mess with it anymore. It's low HP can be made up with it's ability to remove itself from the field (as in attaching itself as a tool to one of your Pokemon) so it doesn't become a liability mid to late game.
I think this card could see some play in decks in the upcoming format, and possibly in decks at Worlds.
