At first glance this card is seems an underpowered and slow card. (yeah it is there are faster, and more synergetical Torterra's out there) Yet slow Grass Pokemon have many supporters. Sceptile GE is one. And Thenks to the fact that both of it's attacks have at least a :colorless:colorless energy cost this card works well with Upper Energy.

Throw in an AoA cherrim or a SV exploud...
The SV Exploud is an awesome tech for this for it eliminates the weakness of +30 :fire:. Which is not good in the format ATM because of LuxApe and Blaziken deck, not to mention cards that take advantage of a Pokemon's weakness (e.g. Lucario GL, and Lake Boundry). Now Body Slam is not a favorable attack. :colorless:colorless:colorless for only 30 damage, bad deal. Even with a CHANCE to Paralyze. Pathetic. Then it speeds up a bit with the aformentioned Sceptile GE in play (granted your opponent doesn't have Dailga G Lv. X in play). And finally Leaf Storm. Healing your :grass: Pokemon is good. What with spread strategies, and the heavy hits Torterra is taking ('cause it heals ALL your :grass: Pokemon, meaning Torterra, correct me if i'm wrong). But I ask you, 4 ENERGY FOR ONLY 60 DAMAGE?! These days 4 energys gets you a lot more. Usually twice that.

Ratings:

Limited: 5/10 Infernape would kill Torrterra.
Modified: 4/10 Potential Tank effect but not enough damage output.
Unlimited: 6/10 here lots of cards could help.

140 hp is really good for a Stage 2, no resistance, bad retreat, costly but powerful attacks...

140 HP for a Stage 2 is great for taking more than one hit and healing with Leaf Storm. Body Slam is a bad attack. 3 for 30, maybe paralysis? Leaf Storm is low-damaging, because usually you get a lot more for 4 energy (Rayquaza C Lv. X?). The retreat is bad, and Fire weakness is definitely not the best at the moment. Also, the card needs Sceptile to pretty much do anything before it gets KOed. 4/10
 
Bonus card 1 is Torterra DP, a still somewhat-viable option for Torterra decks in a spread-heavy metagame. Statwise, 140 is great for a Stage 2 (10 more than usual), +30 Weakness to :fire: is meh, no Resistance is common, and :colorless:colorless:colorless:colorless to Retreat is expensive. Body Slam is horrible at :colorless:colorless:colorless for 30, even with a 50/50 chance for paralysis. Leaf Storm is also overpriced at :grass::grass::colorless:colorless for 60, but this is where your spread counter is built in, removing 2 damage counters from each of your :grass: Pokemon. Now remember, since any good Torterra plays GE Sceptile with it, the cost to use each of your attacks is basically :grass::grass:, which is cheaper at least.

Modified - 4/10 (Heavily outclassed by all other Torterras for the most part, but Leaf Storm is still attractive if you need it)
Limited - 6/10 (He's a giant body if you can get him out, and with Leaf Storm can last a while)
Unlimited - 1/10 (No use here at all)
