I remember Clefairy having Encore in the video games. However, that attack was much more useful because it forced the opposing pokémon to use the same attack for multiple turns, which meant they couldn't retreat. This allowed you to bring out a pokémon for type advantage and knock them out before they could switch or use an attack to counter its weakness.

Onto this card, while an attack like this could have been on the verge of broken. The only purpose Encore has is to stall. What kills this card is that it's HP is way to low to take a hit against anything. Most of the time the defending pokémon will just retreat and use another attack for an easy knockout.

We have a small Stage 1 (bad) whose Weakness is to one of the most popular types in the game (bad) and whose attacks are very loyal to the video game source material without adapting to the fundamental differences between the mediums (extremely bad).

Encore was good because a well designed Pokemon often had supporting attacks they wanted to use first turn to set-up, but the only attacks like that in the TCG tend to be things that draw, attach Energy, etc. in short things that aren't too bad to be stuck doing another turn. Plus Encore could last up to five turns in the games, so you could get up to four other attacks in while your opponent was stuck maxing out a single stat or (ideally) using effects that didn't stack. Given the nature of the TCG, Encore needed to force your opponent to keep using that attack as long as that Defending Pokemon remained Active (which usually isn't long in the TCG anyway). U-turn isn't bad but it isn't good enough to use as a "porter" Pokemon.
 
The big problem with this card, as much as I love it, is it's HP is too low, its damage is poor, and in a format where all the main attackers of a deck have only good attacks, it doesn't have much to offer. If it were in another rotation where pokemon had inferior attacks, and lower HP then it would truely shine, but since that's not the case it should just be ignored.

On the other hand U-Turn isn't a horrible attack, and could be useful, but again that isn't enough to save this card.
 
Today's CotD is Whimsicott from EP...eh. Statwise 80 HP is a tad underpowered for a Stage 1, x2 Weakness to :fire: is meh, -20 Resistance to :water: is nice, and :colorless: to Retreat is cheap. Encore is decent for :colorless:, dealing a solid 20 and limiting the Defending to only using 1 attack of your choice during the opponent's next turn; shame benching ends it easily. U-Turn is eh at :grass::grass: for a mere 40, and the retreating effect may or may-not be desirable.

Modified - 1/10 (Just no real point in using it...it doesn't do much)
Limited - 7/10 (Decent for :grass: decks, not much else)
Unlimited - 1/10 (No use here, just cannon fodder)
 
i hate this card just when i read its name...... then i saw the attacks..... All i got to say is i love fire. .

If this card could actually FORCE your opponent to use the attack, it would be useful against quite a few cards. "What's that Zekrom? You want to hit for 120 this turn? You want to retreat? Too bad! You're doing 20!" Unfortunately, it doesn't work like that.
