This could have some potential with dito that is comeing out and large cloak but i give this a 6.0 for now.

How so? That Ditto only works with basics.

Jumpluff's ability is wonderful, and the attack is cheap and effective for a single :grass:, the problem would be finding a situation to use the ability in which Jumpluff isn't already dead, as any attacker in the format can easily OHKO it. I'd give it 4/10 in Modified, tho hopefully we'll eventually see something that can help it out.
 
You dont know how ditto works. You can have ditto on the bench for one turn then put a basic down on it and evolve that basic and you can use rare candy on the basic.
 
Well, you could run it with Reuniclus and BTS in unlimited to heal infinite amounts of damage. But in modified, there's no reason to run this card. Terrible attack, and an HP that's one shot by pretty much everything.

As for this Jumpluff, I guess it's just best to...

Could have been a Tentacool from Fossil.

Only Hoppip is like Tentacool--small and squishy no matter when it is printed--so having to evolve up to Jumpluff to get this ability defeats the purpose of trying to use it because of the space you need to decidate to it.

Could be paired with Reuniclus to get damage off the field.

Could also be used to get things like energy and tools back into the hand. Attach the tool to Jumpluff, then use Bianca for +1 card or play N or Juniper, then use the ability to get the Tool back into your hand. That way, Cofagrigus has a way to get more Tool cards in hand that would have otherwise been thrown away in an attempt to draw more.
