I've really wanted to try this with Reuniclus or Klinklang and Max Potions, just for fun. Weakness is pretty good, typing is good. Retreat is meh but hopefully you'll never need to. Wish the attack was DCE'able, as it is it makes it pretty slow =/ Basic is pretty cool too with a Flail attack, making Celebi EX an option. Haven't tried it yet so unable to evaluate exactly how good it is, but I think it at least deserves a 5.5/10 for uniqueness. The main problem I think would be the reliance on Stage 2's, especially Reuniclus due to its low HP and donkable basics.
 
I built a fun league deck with this, Celebi, Serperior, Victini and Potions. I didn't use the flail Dwebble, I used the one with Withdraw(flip for invincibility). I wish Celebi wasn't so fragile, but the deck managed to beat a few Eel decks.

The ability is pretty cool, but his attack is meh and difficult to power up quickly to compete with Tier 1 decks.
 
Reuniclus combo is a fun idea but hope you got the tanks to absorb the damage. Otherwise not a particularly strong card.
