130HP is very good for a non EX basic. Weakness to dark hurts because of Darkrai, but, it's at least you are not destroyed by Mewtwo. 3 retreat is a pain, but at least you can search it with heavy ball.

Onto the attacks, Hex is very good with laser, capable of doing 130 on turn 2 (with DCE and Virbank). but without laser, it's pretty weak, especially since so many playable pokemon have resistance to psychic. Shadow claw is overpriced at four energy, but does hit the magic 90 and the bonus effect can be disruptive.

Overall, pretty good for a basic. It's got high HP and hard hitting attacks, but I've found that getting the energy on it to attack is too much of a hassle. And when you take into account psychic resistance on things like Klingklang and Darkrai, the attacks aren't so great.
