My friends and I were play testing and came across, If i play pokemon communication showing a pokemon then decide to take it back saying there was no pokemon in hand so it fails and I takes back the communication, is that legal?

My friend got a double game loss at a city tournament, he played N and the opponent shuffled his hand into his deck, but my friend noticed he had already played a supporter for the turn, but still has his hand. who is in the wrong, was double game loss the correct ruling?
 
1. You have played Pokemon Communication. You don't get to search your deck for free.
The Item is played an you don't get it back.
However, you can choose to use the effect of the card to get back the same Pokemon you put into the deck, if you wish.

2. There is a range of penalties for situations like that. Double Game Loss is within the guidelines. Both players contributed to a game play error that irreversibly destroyed the game state.
