One of the people in my area played a Registeel tech in a Kingdra deck.
He claimed you can discard two cards without Registeel having any damage counters on it at all.
I'm looking for a tech for my own Kingdra deck and first came up with the idea of Regice.
That brings up my second question.
Can you discard two cards without your opponent having a basic pokemon upfront?

Since i can't post new posts here, i wanted to say thanks for the reply.
I didn't expect to get a reply at all.
My league leader told me you can't use thier effect though.
She explained that it's known that rRegisteel doesn't have damage or your opponent doesn't have a basic pokemon, so you just can't use the effect.
If it wasn't known, you could use it.
Like using a bebe without having a pokemon in your deck.
