Accusation of Cheating

Okay, so I was at a battle road today in Northfield, New Jersey, and unfortunately had to see my brother accused of something very serious. The kid he was playing has obviously mad that he rolled 4 tails in a row with hurricane punch, for 3 turns in a row, so a total of 12 rolls of tails in a row. After the third time the kid decides to call a judge over and at the same time yell at my brother, about the so called rigged dice that we had just bought from the store where the event was held. Of course it turned out the dice were fine, just turned out the kid had really bad luck this match. The problem here is the false accusation. It's ridiculous and yelling at your opponent is definitely not what pokemon sponsors, so how far can this go before some type of penalty is delivered?

The time to discuss it is with the judge and/or head judge at the event.

And, as the HJ at this event, I didn't hear any yelling.
Best to discuss it or raise it as an issue on site.
After the fact, there's not much to be done.
