If I use Pokemon Contest Hall's Effect, can i use Alph Lithograph 3 (return a stadium card in play to it's owner's hand) to play Contest Hall again and use its effect twice in a turn?
If you had the Contest Hall in play from a previous turn, yes.
You can only play one Stadium per turn, so you can't play it, use it, bring it back up and then play it again.
But if it was in play from earlier, then this would work.
