Strategy: Ripple Swell T1 or T2 and hit weakness with the appropriate Arceus.
 
Arceus is a pretty personal deck as you customize it depending how you like. Here are some things I like that you might consider testing though.

1 or 2 Unown Q
3-4 Call energy to consistently hit that Turn 1/2 ripple
2 Palmers to refresh discarded energies to ripple mid-game
Higher basic energy count in case you need to ripple the 2nd time after multiple sky spears
Lowering all basic Arceus (aside from colorless, fire, and maybe dark) to 1 each


Personally, I enjoy disrupting my opponent as much as possible and sometimes spam sky spear. This demands a higher basic energy count as you won't always get the needed DCE. Also, I noticed you use quite a few hand refreshers. Why judge though?
 
If anything, I would suggest maybe an Interviewer's Questions or two so you can (hopefully) snag more energy. Other than that, this deck looks really good to me.
 
I personally don't like Expert belt in arceus as you have an X2 weakness as well which can leave you open for a free 2 prizes

I would up the colorless arceus, I'd also replace the rainbow energys with basics you can search out with Ripple
