Ampharos Vs. Dusknoir

I think I remember seeing this question in here at one point but can't seem to find the it. So I apologize for reposting if so.
Ampharos's body states that any pokemon with damage counters can't use powers. Would Dusknoir lvl.X Ectoplasm be useless if knocked out by Ampharos's attack?

No. It would have damage counters on it.

I think you got the point, but the direct answer meant is: 'Yes, Ectoplasm would be useless, since Dusknoir would have damage counters on it."
