If I use Gardevoir X's Bring Down attack, and both myself and my opponent each have a Pokemon with 50HP, and none lower, or even if my opponent has multiple Pokemon with the same "lowest amount" of HP left, how is it decided which one gets KOed? Does the Attacking player decide when using the attack, or does nothing happen because there is no definite "lowest amount of HP"?
