Another Rebirth Question

Sorry for not having asked this earlier, but your response to the previous Rebirth question had me thinking.

The game has no idea if it is the same card or not, it is a new card as far as the game is concerned.

What if the card never left public zones? For example, I flip tails on Rebirth, use Revive, and knock the Revived Ho-Oh ex out with Reuniclus's Damage Swap. In this case, is leaving the discard pile sufficient for Ho-Oh to be considered a new card, even though it's public knowledge that it's the same Ho-Oh? Can I flip for Rebirth again? I honestly don't know how this would be ruled.

Yes, it has moved out of and back into the Zone in which its Ability works.
