Applying Resistance/Weakness Help

Here is a question that I should know by now, but I can not get a straight answer.

If a card has resistance/weakness to say, water, and all it shows is :water:. there is no "+10" or any amount, only the symbol, then how much resistance/weakness should be applied?

That would be a pre-DP card and it would be "times 2".
Resistance always had a number next to it.
