Furret is better when yo uneed the Energy, especially Special Energy, that's why it's so great in Scizor decks. It doesn't have to use an attack to get you cards.
Now, Linoone is better in a stall deck or many other types of decks. With just 70 HP, you'll have to heal it a lot to keep it useful, unlike Furret who can sit on the Bench. It'll get you the two cards you can use against your opponent for next turn, making it very useful.
Here's an idea - play both of them in a Scizor deck, you can grab an Energy with Furret, attach to Scizor, then use Linoone to grab two more. You could very possibly have all 4 Metal energy in your hand by turn 2! Then, you just wait and power up Scizor.
