Archeops (Noble Victories) has an ability "Ancient Power" that prohibits the evolving of Pokemon:

Ancient Power (Ability) - Each player can't play any Pokemon from his or her hand to evolve his or her Pokemon.​

Leavanny (Emerging Powers) has an attack that evolves 1 of your Pokemon one stage upwards.

Nurturing (Attack) - Choose 1 of your Pokemon. Search your deck for a card that evolves from that Pokemon and put it onto that Pokemon. (This counts as evolving that Pokemon.) Shuffle your deck afterward.

Question:

Can Leavannyuse it's "Nurturing" attack to evolve a Pokemon if Archeops is in play?

Note: It has already been ruled that Rare Candy cannot be used to evolve a Pokemon once Archeops is in play

But Leavanny gets the card from the deck, not your hand, so it is nothing like Rare Candy.
You can do it.
