Are there any cards that...?

1) allow you to discard Energy from your hand? I know one would be Felicity's Drawing.

2) allow you to search your deck for Energy and put them on top of your deck? I know Porygon-Z LV. X's Decode Poke-Power could be used to do this.

3) place a card from your hand on top of your deck? And keep it there -- no shuffling involved like with Bebe's Search.

4) retrieve Energy from your discard pile and put them on top of your deck? I know Delcatty's Power Circulation Poke-Power does this.

But any others? Supporters or Trainers? Thank you for your help.

2)Not that I know of. PorygonZX is better used to find unsearchable cards

4)Dialga PL does that, but it's a one time deal with a drop, like Uxie.

No, I don't like Blastoise's Double Launcher attack. The Dig Well Poke-Power helps you get the expensive 4 Energy out quicker, but 60 damage to 2 Benched Pokemon isn't going to Knock Out any tanks, especially if they're Active. And Aqua Press? That's just a worse version of Leafeon LV. X's Verdant Dance or Torterra's Green Blast.

But thank you for your help. Anyone else know of additional Trainers, Supporters, Poke-Powers, or Poke-Bodies that do the 4 things listed in the original post?
 
1) There are a bunch of ways to discard cards from your hand in addition to those already cited and include: Bronzong MT, Dusknoir SF#1, Kingdra, and I'm sure there are others.
2) Jirachi LA has an attack where you can do this. Ralts PL, Natu, and Cresselia both have future sight attacks that allow you to look at the top 5 cards of either players deck and reorder them.
3) don't know of anything
4) In unlimited, there was a Mantine that did that last year.

Sounds to me like it's a Rhyperior or Octillary deck. Another option is to put together a deck that quickly gets rid of everything EXCEPT energies. There have been a few Octillary ideas floating around that are really good at getting rid of cards quickly while leaving energies.

Ooohhhh, you're good! Could you direct me toward these ideas? Or help me to build a deck that gets rid of everything except Energy?

Get a ton of Quick Balls (ensured to remove a pokemon), Pokeballs (similar logic), Pokedrawer +, Volkner's Philosophy (to fly through trainer cards), and Victory Medals (if you reeeeally want to. I prefer Pokedex myself but that's just me). Reeeally easy to build a deck right now that thins itself out in a heartbeat.

Here's a quick octillary list off the top of my head:
4-4 Octillary
3-3 Claydol

4 quick ball
4 bebe's
4 great ball
4 Pokedrawer+
3 Professor Rowan
2 Pokedex
1 luxary ball
2 Night Maint
2 BTS

4 cyclone energy
4 recover energy
4 call energy
4 warp energy
4 health energy

The idea behind the deck is to use Claydol to put energies from your hand into your deck and THEN shuffle your deck. Almost every trainer/supporter in this list has you shuffle your deck after using. When I played this, i pretty much was set with a ~25 card deck, 2-3 Claydols and 2 or so Octillarys by turn 3 or so!!! The energies are critical to get around things like Mr. Mime, Dusknor's Night Spin, special conditions, etc. There was an Octillary deck here in Oregon that got 2nd at a BR, so it can be pretty good. The Pokedex are not particularly good in this build because they don't allow you to shuffle your deck! Good Luck
 
Well, as far as discarding from hand, you could consider Regirock or Regice (whichever fits your strategy better.)

As far as making the top of your deck be specific cards, I dunno anything that doesn't use an attack. And even then, it's just re-ordering the top 5-or-so cards.

But, if it is Octillery you're looking at, you might consider Floatzel GL Lv X, whose attack can help put Energies you drew back into your deck. That'd make it easier over the long run to get Octillery's attack to be more effective. Combine that with a Trainer draw-engine like the one in Daddy Shiftry's list and you should have a deck thinned to mostly Energy in relatively short order. Plus, Water Rescue is convenient for keeping your limited number of Octillery (and Energy) available.
