The new Padres stadium is downtown, adjacent to the Convenion Center where the WCSTS was held; the Worlds hotel is in Mission Valley, in approximately the same area where the WCSTS hotel was (off I-8). I would allow at least an hour before gametime for a day game, more for a night game as traffic in and out of downtown is horrible, especially if there is a large event going on at the convention center like Comic-Con this week...
[EDIT: That's what I get for posting early in the morning before I've had my coffee. There is a SD Trolley station at Fashion Valley Mall, right behind the Town and Country; the Trolley can take you downtown and let you off right next to Petco Park.]
