Absurdly weak for how limiting it is for getting into play. Literally can't be played under trainer lock, and requires an unsearchable card to play. Damage needs to go up (40+20 per?), and the power needs help. Noctowl does that without the discard on a S1.
 
This card could potentially do 100+ turn 2 with the right build...

It's ability requires a discard because it fuels his own attack.

It would be clunky and inconsistent. Sure, if your opening hand was Abra, Juniper, and 6 Pokemon, and your Juniper got you Alakazam/Candy/Energy/Juniper/More Pokemon, you can do a boatload. And have nothing else. Chances of that happening are slim, and even slimmer are the chances of you winning a game with a setup like that.

I am curious, are we going to assume that Kadabra will be playable again (I know about the lawsuit, but I can't believe Nintendo can't get around it), that this card will only be playable via Rare Candy, or that Abra or some other Pokemon will provide a shortcut for it?

140 HP seems a bit high. I know, I know, it is a brutal format right now, but I recommend compensating elsewhere. Most Psychic-Type Pokemon are smaller than normal, though there are noticeable exceptions. I would give it 130 HP at the most. I realize that's just 10 HP different, but it puts it at the low end of the "average" pool, and right now that is as small as it can be.

The bottom stats look fine, so let's jump back to the Ability and the Attack. Not sure about the names, but the effects seem about right. I might tweak Intense Concentration. Given that you have to discard a large number of Pokemon in order to get good damage early on, you will have to luck into a fantastic set-up with Professor Juniper and a hand full of expendable Pokemon, or swarm Alakazam so that even without any discards from your Supporters, you're looking at two to four discards via Intense Concentration a turn.

While risky, I would consider removing the limit on quantity entirely, though make sure it is still worded as once per turn. That way if I have two or three Pokemon in hand, I can dump them all at once, and get solid draw power without swarming.

As for S'eance, again given the current format I believe you can put the price at (CC), and make the damage 20 + 20 per Pokemon in the discard pile (especially if you don't make Intense Concentration a little more... intense. With the current damage output, our Stage 2 Pokemon may have an inexpensive attack, but its first use might be just for 10 points of damage. Even with an 'average' set-up, where your first turn of use Intense Concentration discards a Pokemon, and let's say you discard three Pokemon somehow through other effects, you're hitting for... 40 points of damage!

To be competitive, you're right, it needs to hit 100 damage a pop... but that means between your first and second turns, nine Pokemon must hit your discard pile. I am sure your opponent will oblige you one via an early KO, but even if Intense Concentration tosses one more, that's eight we need to supply before attacking! Any damage less than 100 really won't cut it.

Gothitelle/Gardevoir is struggling to keep up and while it certainly is a pain getting two Stage 2 Pokemon into play ASAP, it isn't impossible. The reward that deck provides is no Items for your opponent and for two basic Psychic Energy Gothitelle will hit for 110 points of damage.

You give me some ideas. If you don't mind, I'll post my take on the concept. I'll hold off, though, since a) it's your party and b) if I actually did a good job, you don't get to have anymore fun.
