Azelf MT vs SP Pokemon Lv.X

If player A uses Azelf MT's Pokebody to add an addition energy cost to Player B' Basic Pokemon, are Lv.x's such as Staraptor FB Lv.X and Electivire FB Lv.X have their energy costs raised by one colorless energy. Are these lv.x's BASIC pokemon? The reason i ask is because the card does not read UNEVOLVED.

Using the term "unevolved" is a very recent clarification. Even in sets as recent as MT, the text template still used "Basic".

The two examples you give would have their attack costs raised.
