Bad trade

Hi , I wanna ask the rules team,because I traded with a user called Salamance and I 3 weeks from sending didnt receive the cards.He sended me a very rare and very expensive cards.I dont know what I have to do,because I think he didnt send them.Its very big problem for me,because I am from the Czech Republic....
Please give me some advice,how get the cards which he sended or to get back the cards which I sended.
