Banette DP3- Ghost Head
Put as many damage counters as you like on Banette. (You can't put more than Banette's remaining HP.)Put that many damage counters on the defending Pokemon.

Can you put say 130 damage counters on Banette since it says you can put more than it's remaining hp and then still put that many damage counters on the defending pokemon. I'm kind of confused

It does not say you can put more than its remaining HP. It says you can't put more than its remaining HP. I'm guessing you are confused because it says right before that you can put as many as you like. Think of it this way, you can put as many as you like as long as it's not more than its remaining HP. The remaining HP is the limit, and it says as many as you like because you are free to put any number up to that maximum.
