Banette's Curse of Devolution vs. Obstagoon's Obstruct

If Player A uses Obstagoon's (SSH 119) Obstruct attack, then on Player B's following turn they evolve into a Banette (VIV 68) to activate Curse of Devolution, would Player B then be able to damage/KO the resulting Linoone with a Basic Pokemon or would the effect of Obstruct still last until the end of the turn since it's still technically the same Pokemon that activated the effect?
 
So, I'm assuming that Banette is not the Pokemon doing the attacking, correct?

Well, actually, technically (and in every way) it is no longer the same Pokemon.
When Obstagoon was devolved, all effects that were on it went away.
Linoone no longer has the Obstruct effect on it and can be attacked by Basics.
