Base set Prerealse Raichu question

I remember reading a post of Pokepop seeing the card from one of the collectors that remain private.

My question is. Does anyone think that he will become public about the card. Also is there a contract between the collector and Nintendo about releasing the card to public?

I doubt that Nintendo would have a contract for an item such as the PreRelease Raichu.
I think if I were in the position of that collector I wouldn't want to advertise having it, because a lot of people would email, beg, PM etc.

That card is the one that was sold a couple of years ago.
