How is a "best finish" determined? Is it by points awarded or is it by placement in the event?
An odd potential situation has arisen from the grouping of States and Regionals with a BFL of 4. Specifically, that a 1st place in a States (worth 100 CP) could knock a 2nd place Regionals (135 CP) off the BFL list and cost the player points. That would seem bizzare and unintended. Or am I reading this wrong?
