this is what i think the updated bill in hg/ss should've been a trainer card as the original but with luxury ball's drawback to make it not overpowered and is junk arm-able
 
I prefer Bill. Draw only 2 cards and then we can't use it again, unless you use Junk Arm? I wouldn't waste a Junk Arm for that. 2 measly cards isn't worth it.
 
It would still, like Luxury Ball, be a near-staple. Draw 2 without a drawback? Yes please. In essence it's a free card.
 
I don't use Bill in my deck, period. I use PONT, Collector and Copycat. Juniper sucks. Discard your hand and draw 7? No thanx!

Oh and you can use Bill and still use PONT, Collector's and the infamous Professor Juniper. It's called Smeargle. Likely your opponent will be using those in their decks too.
 
This card would be a little gem to have just for the free extra card it gives you while you can still use your supporter WITHOUT extra help.
Play Smeargle? Without Unown Q and with Yanmega in the format? Please, do be my guest.

Yup. You've got a point. I mean nothing hits it for weakness in this format. The retreat cost is free and it's not like your opponent won't have the Supporter you're looking for.

Well the opponent will a lot of the time be using Supporters you'd like to use. I was playing my Serperior Deck against a Sharpedo/Weavillle Deck. The dude used Pokégear and grabbed a PONT. He then used Strip Bare to succession. I had Smeargle active and used his PONT.
 
I agree with the OP's card. It's a pretty good card this way. And it would obviously be used in every deck (like Pot of Greed in Yu-Gi-Oh).
 
Well I probably wouldn't use it simply because there's other cards that are more important. For example, Poke Drawer + wasn't used in every deck, but it had a similar effect. It's not that it wasn't a good card, it's just that other cards were more important. It's a lot like Alph Lithograph 4
 
Arecus is trolling.

Since this isn't a supporter, it would be a 1-of in every deck that didn't involve "I want to be different so I won't use Claydol with my S2's". I like the idea, and miss the kind of one-and-done card that Luxary Ball had given us.
