Bright Veil blocking Tool Scrapper

Just out of curiosity (as a professor I have no idea) what is the ruling on tool scrapper being used to discard the tool off an active togekiss or any of your benched pokemon? Would took scrapper work or would togekiss' ability block the effect of the item?

Bright Look: As long as this pokemon is your active pokemon, whenever your opponent play an item from his or her hand, prevent all effects of that card done to your pokemon.

Tool Scrapper: Choose up to two pokemon tool cards attached to Pokemon in play (both yours and your opponent) and discard them.

So, the question I'm asking is does tool scrapper effect the pokemon or does it effect the tool that I've attached to them?

There was a long discussion about it in the Togekiss thread. The official ruling is that Bright Look does block hammers/tool scrapper.
