Broken Time Space and LV X's?

Leveling up an active Pokemon removes conditions such as poison,sleep,etc in the same manner as evolving. So may a player Level Up an active Pokemon the same turn that it comes into play using Broken Time Space (assuming they some how switched it to the active position in the same turn)?

No. Evolving and Leveling up have similarities, but they are not the same thing.
You mention one difference yourself, that a Pokemon has to be Active to Level Up.
