BTS VS. Raid

Broken Time Space (BTS) reads:
Each player may evolve a Pokemon just played or evolved during that turn.

Raid attack (on Absol) reads:
If you played Absol from your hand during this turn, this attack's base damage is 40 instead of 10.

The ruling on Raid attack, if it is your starter Pokemon, does not allow for the extra damage cause it wasn't played during that turn.

So, If the active Pokemon are not played during the 1st turn of either player, that should me neither player can evolve the active Pokemon on their 1st turn of the game via BTS?

They can evolve on their first turn using BTS.
I believe that ruling is in the Compendium.

Bear in mind that the cards are translated from another language.
Also note that they don't have the exact same text.

I will add here that you can argue the rulings on our Cards forum if you desire to.
