buffer atm rock

I dont know if this is against any rules buti posted this on the ask the masters and didnt get a response so here it goes....if i have 80 damage on someones jumpluff and use an ATM Rock will it automaticlly knock out the skiploom?

It's right in the Compendium:

Q. Say TRR Skiploom has 50 damage on it and the opponent uses ATM-Rock to devolve Skiploom back to Hoppip. Would Hoppip's "Buffer" Poke-BODY come into play in a situation like this?
A. No, Hoppip would be knocked out if there were too many damage counters on it. (Dec 2, 2004 PUI Rules Team)

This is a ruling that was mis-ruled originally--the "Stone Generator" attack is against Jumpluff, in your example, but after its devolved, the damage is there and the attack is over, so Skiploom would be knocked out.
