Can I play a Level X Pokemon on a Benched Pokemon?

It's a ruling I've been trying to get confirmation on but I was still unsure about it.
Does anyone know for sure that you cannot play a Level X Pokemon from your hand onto one of your Benched Pokemon cause it doesn't say anything about it in the Rulebook for some apparent reason.

One of the people I was discussing said that "In Play is the term, Your Active and Your Bench are In Play" thus would that mean you could still put a Level X onto an Active or a Benched Pokemon? I'm still not sure though.

On the Gold line at the bottom of every Level X Pokemon card it says, "Put this card onto your Active "Whatever the name of the Pokemon is" so in turn it might be referring to the Active Pokemon you have out in battle currently since you can only have 1 Active Pokemon out at a time or it could be either for the Active and/or the Bench.

I need the ruling gurus here to get a confirmation about it. Thanks for your time...
 
It's active only.

Active means whatever guy you've got out in front, not the ones on the bench. "In play" refers to any Pokemon you have out, both bench and active. If LV.X's can be brought into play on the bench, it would've said "Put this card onto your in play" instead of "Put this card onto your Active".
 
Thank you for letting me know that the ruling is confirmed that you can ONLY Level Up an Active. I'll go tell my friends about it as well...
 
That's even better than Premier Ball which might get outdated once Level MAX is released in the U.S.

I wouldn't say better than Premier Ball, because there is no flip involved with Premier Ball. This card may be better for decks that use LV X Pokemon as supports, such as Heatran or Leafeon, but if you are looking for a Magmortar or anything else that you will be using mainly to fight with, then I would say the idea is to have him active. Flippy cards can be good... sometimes, but not always.
 
Also, if the MAX card is translated correctly on that link, it only gets them from the deck, while Premier Ball gets them either from the deck or the discard. I think Premier Ball is the best friend of any deck that runs Lv. X Pokemon.

Actually the gold line on every Pokemon Lv. X all say, "Put this card onto your Active '?'. '?' Lv. X can use any attack, Poke-Power, or Poke-Body from it's previous level."
