Can I tool scrapper for 0?

Say I just want to thin my hand for Bianca or something, can I play Tool Scrapper down when there are no tools on the field, or if there is choose not to discard any?

The card says "up to 2 tools" on it, so I'm thinking that means 0-2, choice of the player
