With the new rules from DP, does Celio's Network search for Ex's as well as Lvl. X's?

Celio's Network specifically states on the card that it can't get ex Pokemon.
So there is no change there. You can't get them.

It will be able to get Level X Pokemon since they are now included by translating "Basics AND Evolution cards" to mean just "Pokemon" in general.
