The card was recently made a Japanese promo. Does that decrease the value any?

IMO it doesn't, since the JPN CA is not mass-produced, either. It is rather difficult to acquire, and only seldom available on the Japanese auction sites.

How do they get them? The same way as they got the Eeveelution *'s? Earn all of those points or w/e?

From my understanding was another winner card from Battle Road... But not too sure... cuz it rarely get out even in Japan
