So will the world's invite be for the top 40 in North America by championship points with ELO rankings /ratings the tie breaker?

Premier Ratings and Worlds

All invitations for the World Championships are now awarded via National Championship, or Championship Points.


Invitational Tiebreakers

If necessary, Pokémon Organized Play will use players' Elo rating to break ties for invitations awarded via the Championship Point system.
 
Yes, the concept of points, and the community's resulting opinion, was initially announced and discussed on this thread. You can see that most people are in favor of it, because it lets the top players compete in as many events as they want worth worrying about "losing" an invitation to Worlds due to unlucky losses.

What is still unknown is precisely how many Champioship Points you need to earn an invitation to Worlds. For instance, is it a precise number, a threshold to cross?

Personally, I believe it will be simply as you say, the Top 40 in North America with the most Championship Points with Premier Rating as tiebreaker.

 
Ahh, I see what your asking now. I thought you were asking if it was Top 40 North America, not asking how top 40 was determined. As for your question, yes, that is how it is determined.
