Do we have to download this to play against other people that did?
The set didn't make an impact on my states testing except for lostgar which I already concluded is bad so I don't really feel like downloading this.

Im pretty sure you do. At least that is how it was in the past. You might aswell just get it over with, instead of getting fustrated later down the road.
